I can’t say for sure, this is probably due to the need to pass through membrane lipids

Lipophilicity is a primary underlying structural property that affects higher-level physicochemical and biochemical properties. Lipophilicity values are usually measured for drug candidates to support structure-activity relationships, absorption and tissue distribution prediction, physiologically based pharmacokinetic modeling, preformulation, formulation, and environmental assessment.
